My initial designs had assumed that the rails would be used exclusively to move product and people into and out of the city, and I was observing huge traffic jams in the railroads which were caused by trains which were leaving my city only to come back when it found an adequate loop outside my land. I got it pretty large, I would say the big challenge was, once the city gets to a sufficiently large size with multiple stations, I had to redesign the railroads to connect to the internal stations in a sane manner because I observed that my cims were using the railroad to move products and resources from one station to another, within my city. Once my larger city was ready I tore down the small highway city and just operated off the railway city. I have done something similar, except that I created a small city connected to the highway that I used to jump start a larger city that only had railroad connections and no highway (I did this because I only play with the unlock all achievements mod and insist on being able to fund all my services with taxes).
